Depends on your school. At my school, the instructor tells you to buy a new belt when he’s decided to promote you and then promotes you at the next class when you show up with it.
My academy gave me one. Sometimes, if you purchase a brand new gi, they come with a white belt, but not always. Worst case, they’re pretty cheap online ($12-$13 for the cheapest).
